RARE, Beautiful, " Hazel B Golightly " Presentation, Gavel !!!

Here's Something you don't see Very Often ! I found this little gem, at an Estate Sale, many years ago ! This is a very pretty gavel, passed down from one Make member of a Family to a Female Family member ! Here's the notation, printed on the Sterling silver collar, around the head of the gavel !

I Believe the gavel, is a clear acrylic, with red trim, and a Sterling silver collar ! One side of the gavel head, has a star, with five points and 5 stones in it. The opposite side, displays, a pretty, small white rose, with 3 small leaves.
Though I don't know the heritage of this pretty piece, for almost 60 years of age, it shows only some slight scratches on the surfaces of the heads. Meaduring about 7 1/2 " in length, the head is about 2 1/2 ' tall.
With the The O. E. S. Letters in the inscription, I believe it is either a Masonic, or Scientology, Related Gavel ???
